Why is the Building and Other Construction Workers (Regulation of Employment and Conditions of Service) Act, 1996 relevant to DISCOMs?

As much as the Building and Other Construction Workers Act, 1996 is important for the professionals of the construction industry, it has the same amount of relevance for the professionals working in the power industry. For example, if there is an installation of a rooftop PV, the installers must be well aware of the types of terrace, the life and quality of it, etc. to decide whether the installation is even possible; eventually if they go ahead with that, they would require to know all the construction requirements and the safety standards that are to be followed by the workers.
