Application – RTS Project Sanction and Metering

Initiation of application by Installer

After the installer is selected by the consumer (offline) and the EPC Agreement/Work Order is executed, the installer has the responsibility to act on behalf of the consumer for RTS implementation process on the SWC Portal. However, the consumer is responsible to provide authorization letter to the installer along with all necessary self attested documents pertaining to the application process on request of the Installer.

1. CIFs Dashboard

Selected Installer can start an application for a consumer under the CIFs dashboard. This dashboard displays the consumer Interests pending closure, mentioning their consumer ID, name, mobile number and PIN code. The installer clicks on the ‘View’ button present in-front of each consumer interest for which the installer was shortlisted, to access the start application page.

Starting an Application

This screen offers the installer to start the application process for a consumer. The consumer name, phone number, category, email address and pin code is displayed on the screen for which the installer wants to start the application. On pressing the ‘Start Application’ button the following screen appears and the consumer receives an OTP on his registered mobile number to initiate the application process.

This screen displays the pre filled information of the consumer. However, the Installer can amend the name of the consumer, address, pin code with respect to the details of a individual/company/institute/society etc. for which the application is being filed and the documents are being submitted on the SWC portal. Installer is not allowed to change the registered email address and mobile number of the consumer.

The installer may then request the consumer for the received OTP on his mobile number and submit the same on this screen. OTP is a mandatory requirement to start the application process and is valid for 10 minutes from the time its generated.

2. Submission of Application Form by Installer

Applications Dashboard (Installer)

Installer can submit a joint application form for project sanction and net/gross metering under the Applications dashboard. This dashboard displays all individual applications started by the installer along with the stage at which each application has progressed.The installer clicks on the ‘View’ button displayed in-front of each unique consumer ID and the following screen appears. This screen provides access to application, registration, plant Installation, grid connection and commissioning stages of the RTS implementation process for a particular consumer ID.

The dashboard also has the feature to filter the applications date wise, based on Consumer ID,Consumer Name, Plant Capacity, Stage, Sub-Division.

Application Form

This screen offers a consumer ID specific joint application form to apply for the RTS Project Sanction to Goa Energy Development Agency and net/gross metering to Goa Electricity Department.

This screen helps the Installer to submit mandatory information i.e. details of installer (pre filled), details of consumer & renewable energy system and upload the application documents i.e. consumer ID proof, occupancy proof, last paid electricity bill, authorization letter, EPC agreement (signed between consumer and installer) and site/consumer photographs. On submission, the application gets forwarded to the concern sub-division of GED for further action i.e. Check the Loading details of Transformers & Associated Lines. GEDA and consumer also receive a notification about the application submission.

3. Application review by Goa Electricity Department (GED)

Application Dashboard (GED)

GED official can review  the application form for net/gross metering under the Applications dashboard. This dashboard displays all individual applications submitted by the installer along with the stage at which each application has progressed.  GED official clicks on the ‘View’ button displayed in-front of each unique consumer ID to access the application, registration, plant Installation, grid connection and commissioning stages for review and action pertaining to GED for the RTS implementation process for a particular consumer ID.

The dashboard also has the feature to filter the applications date wise, based on Consumer ID,Consumer Name, Installer Name, Plant Capacity, Stage, Sub-Division.

Application review and inspection by GED Sub-Division

The applications are first reviewed at the designated sub-division of GED under which the plant is proposed to be installed.At this stage the role of the sub-division is to provide feedback on the application (if any) and conduct site visit to submit the Loading details of Transformers & Associated Lines.

Feedback on Application

In case of any feedback on the submitted application, sub-division can submit its ‘comments on application’ by clicking the ‘Feedback’ button of Electricity Department (Sub division) Inspection under the ‘Approvals’ section.

In such cases when any feedback is received from the sub division, the installer will receive a notification to resubmit the application form.In case of no comments on the application, sub-division conducts the grid feasibility study (offline).

Loading details of Transformers & Associated Lines

After the grid feasibility assessment is completed, the sub-division office submits the loading details of Transformers & Associated Lines in the ‘Approvals’ section of the application by tapping ‘Fill Data’ button of Electricity Department (Sub division) Inspection. Part of the details of the consumer i.e. Name, address, CA Number, division and  sub-division gets auto filled from the portal data base as seen in the below form. On submitting these ‘Loading details of Transformers & Associated Lines’ the application gets forwarded for CEE approval.

Application review and action by Chief Electrical Engineer (CEE)

After review and submission of the report with loading details of Transformers & Associated Lines by the designated sub-division the application is received by the CEE. At this stage the role of the CEE is to review the application and report to approve or reject the application. CEE also has the option to provide feedback on the application (if any).

Approval of Application

In case the application details and the report submitted by the sub-division is found satisfactory, CEE clicks the ‘Approve’ button under the approvals section of the application.

To grant approval on the application, CEE uploads the ‘Grid Feasibility Approval’ letter and submits the same. On submission, the application get auto forwarded to GEDA for application review and acceptance.

Feedback on Application

In case CEE has any feedback on the submitted application the same can be provided by clicking the ‘Feedback’ button of Electricity Department Approval under the ‘Approvals’ section.

In such cases when any feedback is given by the CEE, the installer will receive a notification to re-submit the application form.

Rejection of Application

In case CEE finds that the application is not acceptable, he can reject the application by providing his comments under the’Reject’ button of Electricity Department Approval under the ‘Approvals’ section of the application.

4. Application review by Goa Energy Development Agency (GEDA)

GEDA official can review  the application form for Project Sanction under the Applications dashboard. This dashboard displays all individual applications submitted by the installer along with the stage at which each application has progressed.  GEDA official clicks on the ‘View’ button displayed in-front of each unique consumer ID to access the application, registration, plant Installation, grid connection and commissioning stages for review and action pertaining to GEDA for the RTS implementation process for a particular consumer ID.

The dashboard also has the feature to filter the applications date wise, based on Consumer ID,Consumer Name, Installer Name, Plant Capacity, Stage, Sub-Division.

Application review and acceptance by GEDA

After the approval from GED, the application is received by GEDA. At this stage the role of the GEDA is to review the application for acceptance or rejection. GEDA also has the option to provide feedback on the application (if any).

Acceptance of Application

In case the application details and the supporting documents are found satisfactory, GEDA accepts the application by tapping on the ‘Accept’ button under the approvals section of the application.

On acceptance of application by GEDA, an auto generated notification is sent to Installer and consumer to submit the registration documents.

Feedback on Application

In case GEDA has any feedback on the submitted application the same can be provided by clicking the ‘Feedback’ button of Goa Energy Development Agency Acceptance under the ‘Approvals’ section.

In such cases when any feedback is given by GEDA, the installer will receive a notification to re-submit the application form.

Rejection of Application

In case GEDA finds that the application is not acceptable, he can reject the application by providing his comments under the’Reject’ button of Goa Energy Development Agency Acceptance under the ‘Approvals’ section of the application.
